<p> MOGADISHU (Reuters) &#8211; <span class="yshortcuts">Islamist militants</span> carried out their first major assault for years on a <span class="yshortcuts">U.N.</span> compound in the <span class="yshortcuts">Somali capital Mogadishu</span> on Wednesday, dealing a blow to fragile security gains that have allowed a slow return of foreign aid workers and diplomats.</p>
<p> A car bomb exploded outside the gate of the United Nations Development Programme (UNDP) base and attackers then ran inside and opened fire on security guards, U.N. sources said. The al Qaeda-linked Islamist group <span class="yshortcuts">al Shabaab</span> claimed responsibility.</p>

<p> KABUL (Reuters) &#8211; <span class="yshortcuts">Afghan President Hamid Karzai</span> said on Wednesday his <span class="yshortcuts">government</span> would not join <span class="yshortcuts">U.S.</span> peace talks with the <span class="yshortcuts">Taliban</span> until they were led by Afghans and would suspend negotiations with the <span class="yshortcuts">United States</span> on a troop pact.</p>

The UNHCR said in a report Wednesday that war and other crises last year forced one person from his or her home every 4.1 seconds.</p>
<p>
The agency&#8217;s annual Global Trends report said more than 45.2 million people were displaced in 2012 compared to 42.5 million in 2011.</p>
<p>
Antonio Guterres, head of UNHCR, said the numbers &#8220;reflect individual suffering on a huge scale.&#8221;</p>

Besiktas’s fan club, known as Carsi, face charges of organizing<br />
acts of violence and inciting illegal protests, state-run TRT<br />
television said. Some members of Carsi were spotted in clashes<br />
with police in Istanbul’s Taksim Square, the center of the<br />

			<content:encoded><![CDATA[<p>Four Jewish teenagers were detained Wednesday after visiting the Temple Mount in Jerusalem. The arresting officer accused them of having bowed down, in violation of regulations at the site.</p>
<p>Rabbi Avraham Isaacs, who witnessed the events, denied that the four had prostrated themselves on the Mount.</p>
<p>The young men had obeyed police orders and stayed in a group, he said. At a certain point, they encountered a large group of Muslim men, who began yelling, “Allahu Akbar” at them.</p>
<p>The police officer who had accompanied them grew nervous and urged them to move on, Rabbi Isaacs said.
